This paper is available on arxiv under CC 4.0 license. We have identified six processes for scoping requirements to achieve a fully interoperable identity system in developing countries. These processes include the creation and management of a credential and issuing a credential. We also discuss challenges and opportunities of the identity ecosystem in the African continent.
